Low income housing complex opens in Bullhead City

BULLHEAD CITY – The City of Bullhead City is pleased to officially announce the grand opening of The Abbott Apartments, a newly constructed affordable housing community located at 505 Riviera Blvd, Bullhead City, AZ. This development marks a significant achievement in the City’s efforts to address the growing need for affordable housing and represents a vital step toward diversifying the City’s housing portfolio. The Abbott Apartments are set to provide modern, high-quality housing options to families within the 30-60% area median income (AMI) range.

The Abbott Apartments project, a $23 million public-private partnership, comprises 66 modern and spacious one-, two-, and three-bedroom units. These apartments are specifically designed to meet the needs of moderate and low-income households. As Bullhead City continues its population growth, the need for diversified, affordable housing options has become increasingly critical. The Abbott Apartments provides a critical resource to meet that demand, while also contributing to the ongoing revitalization of the Riviera area, further bolstering the long-term development, sustainability and growth of the community.

The Abbott offers a full range of modern amenities, including a community clubhouse, fitness center, business center, playground, EV charging stations, bike racks, off-street parking, and 24-hour emergency maintenance services. Each unit features vinyl plank flooring, modern fixtures, private patios, ceiling fans. Additionally, all units are equipped with stainless steel appliances, in-unit front-load washers and dryers, and free communal internet access. The community is also 100% smoke-free and pet-friendly, with policies in place to accommodate assistive animals.

“The Abbott Apartments represent more than just a new residential development. This project is a direct response to the increasing demand for affordable housing in our City and a critical investment in the long-term economic vitality of Bullhead City,” said Toby Cotter, City Manager of Bullhead City. “This project reflects our ongoing commitment to expanding affordable housing options in Bullhead City and supporting the growth of a vibrant, diverse community. We are excited to welcome new residents to this beautiful and modern space that will provide lasting benefits for our residents.”

Bullhead City Mayor Steve D’Amico also spoke to the transformation of the site and what the project represents for the community. “Just a year ago, this was a vacant dirt lot,” said Mayor D’Amico. “Looking at it now, it’s a vibrant, thoughtfully designed housing community that will provide stability for dozens of families. It’s incredible to see how much can be achieved through strong partnerships and a shared vision.”

The Abbott Apartments are operated under the Affordable Housing Program (Section 42 of the Internal Revenue Code), which ensures that homes are available to low- and moderate-income families. This development represents the first affordable housing project in Bullhead City in over two decades, marking an important milestone in the City’s ongoing commitment to meet the housing needs of its residents while supporting the broader goal of economic development and community vitality.

Construction for the Abbott was completed over a 14-month period, following a Low-Income Housing Tax Credit award in June 2023 and financial closing in December 2023. The project has already begun accepting applications and residents, with strong early interest from local families.

The success of this project was also made possible through the State of Arizona’s ongoing commitment to affordable housing. Ruby Dhillon-Williams, JD, Interim Director of the Arizona Department of Housing, emphasized that the Abbott Apartments demonstrates the critical role the Low-Income Housing Tax Credit (LIHTC) program plays in addressing Arizona’s affordable housing challenges. She expressed gratitude for Governor Hobbs’ leadership and continued funding, which has enabled developers and their partners to bring projects like The Abbott to life—helping working families thrive and ensuring that communities across Arizona remain inclusive and resilient.
