KINGMAN – On Sunday, November 26, at the Kingman Police Department (KPD) arrested David Scott West, 61, of Kingman on the felony charges of kidnapping, aggravated assault, unlawful imprisonment and child abuse.  According to a KPD press release, officers responded to the 2800 block of Ross Avenue for a report of child abuse that had occurred on November 25 at a residence in the 600 block of S. Fourth St. Upon arrival officers learned that West had physically restrained a 15-year-old juvenile that is in his custody and struck the juvenile approximately 30 times with a belt and other objects.  Officers later located West at…
