Vehicle-pedestrian fatal deemed a homicide

BULLHEAD CITY – The Bullhead City Police Department (BHCPD) reports a homicide case has evolved from what was initially suspected as a vehicle-pedestrian hit-and-run traffic fatality. The matter was reported at 3:25 a.m. on Feb. 19 at Highway 95 and Hancock Road.

BHCPD public information officer Emily Fromelt said Moses French, 40, Bullhead City, was dead at the scene, while any vehicle involved was not present when officers arrived.

Fromelt said follow-up investigation revealed that French had told friends that he feared retaliation from individuals who were upset over an undisclosed transaction. She said it was determined that French was being assaulted in a vehicle when he jumped or was pushed out onto the pavement.

“A second vehicle that was following closely behind, believed to be associated with the suspects, then struck him,” Fromelt said. She said the vehicles were traveling in tandem and that neither remained at the scene.

Fromelt said the investigation led to the March 25 arrest of James Patrick Barr, 46, Laughlin. She said he was booked into the Adult Detention Facility in Kingman on charges of second-degree murder and leaving the scene of an accident resulting in death.

Fromelt said whether Barr was in the first or second vehicle is currently withheld as detectives continue investigating, anticipating additional arrests.
