Public hearing set May 5

KINGMAN – The City of Kingman will hold a public hearing to consider two city-initiated annexation proposals that support long-term growth, economic development, and strategic land use planning within the community.

The public hearing will take place on Tuesday, May 5, 2026 at 5:00 p.m. in the City Council Chambers, 310 N. 4th Street, Kingman, Arizona. Community members are encouraged to attend and provide input on the proposed annexations.

The annexation proposals include two distinct project areas:

Annexation Case AN25-0001 – East Hualapai Foothills Area

This proposal includes approximately 4,238 acres located generally south of Southern Avenue, north of Hualapai Mountain Road, and east of Cherokee Street. The area is planned for a mix of residential and open space uses, including:

• Rural Residential (RR)

• Single-Family Residential (R-1-10 & R-1-20)

• Multi-Family Residential (R-2)

• General Commercial (C-3)

• Open Space

This area is intended to accommodate a range of housing opportunities while preserving natural open space and supporting limited neighborhood-serving commercial uses.

Annexation Case AN25-0002 – Airport Area

This proposal includes approximately 3,415 acres adjacent to and surrounding the Kingman Airport. The annexation area encompasses key economic development assets, including:

• Approximately 790 acres within the Kingman Industrial Park Master Development Plan designated for future non-aeronautical industrial uses

• Approximately 413 acres along the Route 66 commercial corridor from Castle Rock to Mohave Airport Drive

• Approximately 360 acres within the airport perimeter supporting aviation-related uses

This area represents a significant opportunity to expand industrial, commercial, and aviation-related development, leveraging the City’s access to rail, highway, and air transportation infrastructure.

The Annexation process is a multi-step process, in which state statute requires a public hearing to be held within the last ten days of the 30-day waiting period after filing of a blank petition with the County Recorder. The public hearing provides property owners and those who have interest in the annexation area an opportunity to provide public input. Following the public hearing and at the end of the 30-day waiting period staff would proceed with collecting signatures from property owners within the proposed annexation area.

If sufficient signatures are obtained to meet state requirements as it pertains to property ownership and valuation, the proposed annexation would return to City Council at a later date for acceptance. Upon acceptance, additional public processes, such as zoning and land use updates, would take place concurrently to align with the county’s current zoning and land use plan and to ensure future development aligns with the City’s long-term vision.

Annexation itself is a key step in bringing these areas into the City’s jurisdiction, allowing for more coordinated planning, infrastructure investment, and service delivery.
