MOHAVE COUNTY – Their resumes provide thumbnail sketches of the five finalists who will interview for the Mohave County manager position next week. Brenton D. Davis is scheduled to be interviewed during a Board of Supervisors executive session on Tuesday morning.
Davis holds the elected position of County Executive in Erie County in Erie, Pennsylvania. “He is the youngest elected County Executive in Pennsylvania state history, elected at 38 years of age,” according to the Erie County website.
His resume indicated that Davis oversees a $572-million budget and some 1,400 employees. Davis is an Iraqi Combat Freedom veteran with 23 years of active and reserve U.S. military service.
David Strahl, Bryan D. Thiriot, Brandon Carter and Robert J. Sivick will interview behind closed doors with supervisors on Thursday.
Sivick has been employed as Whitfield County Administrator in Dalton, Georgia since September, 2021. That was preceded by a near four-year run as Waushara County Administrator in Wisconsin.
Sivick previously worked as the City Manager for Willamina, Oregon, has a legal background and held city and county attorney positions in Nebraska.
Carter served as Interim Administrator for the small town (6,000 residents) of Lake City in Lake, South Carolina from January 2023-July 2025. His work history includes a near four-year stint as an Administrative Specialist with the U.S. Marine Corps in North Carolina.
“Dedicated, personable and ambitious professional. Proficient in executive management and supervisory duties and functions,” Carter’s resume said. “A devoted servant leader who leads by example and promotes employee empowerment.”
Thiriot has served the last 12 years as Executive Director for the Five County Association of Governments in nearby St. George, Utah. His management oversight includes Washington, Iron, Kane, Beaver and Garfield Counties.
Thiriot’s resume noted 20 years of budgeting and auditing experience and 10 years in Human Resources administration.
Strahl has served as Interim Human Resources Manager for the city of Crest Hill, Illinois since August, 2023. He previously was employed as Deputy Manager for Jefferson County in Alabama.
Policy administration, extensive background in all municipal related activities, demonstrated success in negotiating win-win compromise, leadership skills and continuous improvement processes are bullet points highlighted in Strahl’s resume.
Mohave County Human resources Director Juliana Demers said the Board has broad latitude in next steps following the interviews, but that no hiring decision will be made next week.
Future options include scheduling a meeting to select a manager and direct staff to engage in contract negotiation. Demers said the Board might decide to conduct secondary interviews and can scrap the field and begin another recruitment campaign from scratch if desired.
Demers said the selection/hiring decision could come at the January 6 meeting of the board of supervisors. Current manager Sam Elters intends to retire on January 31, but has offered to remain at the helm of Mohave County government as long as necessary.
