KINGMAN – Separate Tuesday approvals have the City of Kingman one link of the chain closer to development impact fees and reducing debt service on its public safety retirement fund. Adoption of conceptual Land Use Assessments and an Infrastructure Improvements Plan puts the city on a path to possibly adopt impact fees in mid-June and implement them in October. BULLHEAD CITY – Mark Clark quietly resigned his Bullhead City council position Sunday and began working as city utility director Monday. Clark said he’ll simply be serving the citizens and the community in a new way. “I believe I made educated decisions on council and that’s what I’ll be doing as utilities director,” Clark said. “It’s just another way for me to help this city. I’ve been here for 20 years now. The Interior Department has announced that the Bureau of Land Management (BLM) has given final approval to a new solar energy project on public lands in California. The Crimson Solar Project represents an investment of roughly $550 million and has the potential to deliver enough power to energize approximately 87,500 homes. The Record of Decision authorizes Sonoran West to construct a 350-megawatt (MW) solar photovoltaic facility with a 350-MW energy storage system and the necessary ancillary support facilities to generate and deliver power through the Southern California Edison Colorado River Substation.  “The time for a clean energy future is now….
