Numbers inexplicably incomplete River community testing plan not yet firm KINGMAN – Uncertainty and unknowns involving testing have been a coronavirus conundrum since the start of the COVID-19 pandemic. Messner told Judge Sipe last Thursday that he wasn’t bound by Arizona or Mohave County law and that he only followed the law of God.    A Governor’s warrant will be used to return Messner to California for prosecution.
