Item 17, to restore functionality for six cameras with a one-year contract for maintenance service at the Adult Detention Center and Item 27 for the installation of stop signs on Calle Del Media approaching Gardner Road and for All-Way plaques on all intersection stop signs, were both pulled from the agenda.
The Board of Supervisors allowed for an RV park in an agricultural residential zone as Item 36 passed.
To rezone a residential- recreation zone to a general manufacturing zone (Item 37), allowing a warehouse distribution center in the Lake Havasu City vicinity passed.
Several opposed the move although APX West said they would designate 15 acres to a future fire station and redirect truck traffic off Fathom Road to London Bridge Road.
Those against this proposal were JoAnn Fashetti, President of Friends of Bill Williams River National Wildlife Refuge. She said the proposed warehouse site was only 1/2 mile from the refuge and she was concerned about traffic, noise and pollution. She stated it would affect bird migration and open up the possibility for other businesses in that area.
“Don’t pave paradise and put in a parking lot,” Fashetti said.

Others opposing the warehouse were Tom Rogers, Kenny Works, and Chet Upshaw.
Bruce Bosshard, a civil engineer, was the only one in favor of it. He said it was a very positive project and 1.2 miles from the refuge. He also stated that currently on that site is asphalt and other dumped material.
“The warehouse would alleviate that and improve the environment in that area,” Bosshard said.
A new cell phone tower in an agricultural residential area in the Valle Vista area (Item 38) passed after much discussion among county officials and an executive session to come up with proper wording for a motion.
A buried pipeline for the Lake Powell Pipeline project and to accept $13K payment for easement from the district, to be put in general funds (Item 39) was put on hold for 90 days.
Chief Financial Officer, Luke Mournian, asked the supervisors to adopt a tentative budget for the fiscal year (FY26-27) with June 15 set for a public hearing on the final budget and tax levy for Item 40. He told the supervisors that the budget is currently delinquent ($2.5M this year, $2.7M next year and $2.8M actual delinquent amount) with no structural balance until FY29. He iterated that the General Fund, however, had a surplus balance.
Item 40 was approved with no early loan repayment by a 3-to-2 roll call count. June 26 was set for the final budget hearing.
Item 41 allowing outside help to catch up on the backlog of septic tank permits was approved.
The Sheriff’s office will receive eight new deputies by a unanimous vote. Each agreed that safety is top priority and that more deputies are needed in each district.
Two were honored at the board meeting.
Mohave Top Guns, a boys and girls youth group, were honored at Monday’s meeting for winning big in a clay competition in Tucson.
Also honored was Allen Tempert, director for Mohave County Elections who is retiring. Deputy Director, Karina Sumner will take over; Tempert has been training her since March and will continue until he retires July 4.
