$960,000 federal grant awarded for Stockton Hill safety planning

KINGMAN — The City of Kingman has been awarded a $960,000 Safe Streets and Roads for All (SS4A) grant from the Federal Highway Administration (FHWA) through the U.S. Department of Transportation. This competitive federal grant will support roadway safety planning efforts focused specifically on Stockton Hill Road between Detroit Avenue and Airway Avenue, one of the City’s most heavily traveled corridors.

Kingman’s SS4A funding will be used to create a Safety Action Plan for the Stockton Hill Road corridor, along with several supplemental planning studies. These efforts will analyze current traffic conditions, crash data, and roadway design to identify ways to improve safety for drivers, pedestrians, and bicyclists traveling through this section of the corridor.

The supplemental studies include an ADA Transition Plan, which evaluates pedestrian accommodations such as sidewalks, curb ramps, and crossings to ensure they meet accessibility standards for individuals with disabilities. The grant also funds a Design Concept Report which will explore potential design options to improve traffic flow, access, and overall safety along the corridor.  In addition, the project includes the development of a Traffic Calming Manual, which is a guide that outlines practical tools the City can use to slow traffic and improve safety in areas where speeding or cut-through traffic is a concern. These tools may include measures such as lane narrowing, enhanced crosswalks, signage, striping, or other design features that encourage safer driving behavior.

This project is a planning-only effort and does not include construction. However, the information developed through the Safety Action Plan and supplemental studies will help the City identify future safety improvements and strengthen applications for additional state and federal funding to complete construction projects identified through the planning process. 

The work will build upon earlier studies while updating data and recommendations to reflect current conditions and continued growth in the area.  By completing this planning effort, the City of Kingman is taking a proactive approach to improving safety along Stockton Hill Road and preparing for future investments in one of its most important transportation corridors.
