Mandatory prison included in Urias-Gonzales plea

KINGMAN – Mandatory prison is the key component of a plea agreement entered for a man prosecuted for sexual activity involving minors in Kingman and Bullhead City between 2007-2016. 

Luis Urias-Gonzales, 42, was originally indicted for six counts of sexual conduct with an underage female at a home in the 2900 block of N. Alpha Street in Kingman dating back to 2007.

The indictment charged Urias-Gonzales with three more sexual conduct with a minor counts involving the same victim at two residences in Bullhead City in 2014, 2015 and 2016. Another count for the same offense with another victim in Bullhead City was alleged for 2016.

Finally, the same indictment further alleged three public sexual indecency counts and a voyeurism charge for other 2016 incidents in Bullhead City.

Most of the charged offenses are dismissed in the plea agreement entered before Judge Billy Sipe on Nov. 14. Urias-Gonzales pleaded guilty to a single charge reduced to attempted sexual conduct with a minor and a public sexual indecency count.

Bullhead City police department spokeswoman Emily Fromelt said case investigation began when the two victims came forward to report the many years old offenses in 2021.

Terms of the deal require the Court to order a five-year prison term at a Dec. 12 sentencing hearing. Judge Sipe will also determine how many years probation the defendant will serve upon completion of his five-year prison sentence.

The defendant is already in prison, serving a near year-long sentence for unrelated convictions for driving under the influence and possession of drug paraphernalia.
