Kingman ditches paper: SmartGov digital portal now mandatory for all permits

KINGMAN — The City of Kingman Development Services Department is transitioning to the SmartGov online portal for all building permit applications, plan submittals, and Planning and Zoning applications.

The SmartGov portal is now available, allowing applicants to begin using the system ahead of a required transition. Applicants are encouraged to create an account and become familiar with the portal during this time. Accounts can be created directly through the system by selecting “Sign Up” at the link below.

Effective May 1, 2026, all Development Services applications must be submitted through SmartGov. Submittals sent by email or attached application forms will no longer be accepted or processed after this date.  This requirement applies to all applicants, including contractors, homeowners, developers, and design professionals.

The transition to SmartGov improves the application and review process by providing a single, centralized system for submittals. Applicants will be able to enter required information online, upload plans and supporting documents, receive review comments, submit revisions, and track the status of their project in real time. This streamlined approach enhances coordination between departments, increases efficiency, and improves transparency throughout the life of a project.

In addition to Development Services applications, the SmartGov portal will also provide optional online access for dog license registration and renewals, business license applications and renewals, and special event and film permit applications. These services may continue to be completed in person at City Hall.
