What land is being proposed for sale on the general election ballot?
The land being proposed to sell and develop in the future is approximately 1813.40 acres of City owned property located in the Kingman Airport and Industrial Park.
Where are the parcels located?
The 1813.40 acres includes portions of Sections 24,25,26,27,33,34,35 and 36, Township 22 North, Range 16 West, Gila & Salt River Base & Meridian, situated in Mohave County, Arizona. A legal description and maps (Exhibits A, B and C) of the area proposed for future sale are attached. Also included is the proposed map including the current Industrial Park.
Why is the City proposing to sell the land?
The Kingman City Council desires the 1813.40 acres be available for sale to encourage future industrial and airport growth such as the growth outlined in the 2019 Kingman Airport and Industrial Park impact analysis. If authorized, the land would be sold in parcels at public auction.

On July 7, the City of Kingman Council formally declared approximately 1813.40 acres as surplus property, with the intention the parcels be sold in the future.
Why are these questions on the ballot?
Per Arizona Revised Statute Section 9-403, city-owned property valued above $1,500,000 must be referred to voters for authorization of sale. For more information on the state statute prescribing the process, visit:

If approved by the voters, what would the proceeds of the sale be used for?
Per the Federal Aviation Administration, the net proceeds from the land sale would be required to be used for future Airport improvements, operations and maintenance.
If approved by the voters, what would the process be for selling the land?
The properties would be advertised for sale and upon receiving a qualified bidder, the properties would be offered through the Kingman Industrial Park Land Sale Process which includes a public auction. When would the land be sold?
If the voters approve the sale of the land at the general election, the City of Kingman Council would then determine the best timing to sell the land, based on market conditions. The interest of the City of Kingman is to maximize the value of the land, and therefore maximize the resources available for development of the Kingman Industrial Park.
