BULLHEAD CITY – A major economic development project proposed near the new Colorado River bridge in Bullhead City is being introduced at Thursday’s Planning and Zoning Commission meeting. The S3 Group LLC will present its conceptual plan for the Emerald Bay project proposed over nearly 500 acres around the Anderson Auto Field House.
