Barnett to fill BCDS vacancy

KINGMAN/BULLHEAD CITY – Mohave County Superintendent of Schools John Warren has appointed Dr. Sheila Barnett to fill an unexpired term on the Bullhead City School District governing board. Barnett, a Bullhead City chiropractor, previously served on Bullhead City’s school board in 2023 and 2024, but moved just outside the district’s boundaries. She moved back into the district last year, restoring her eligibility.

The vacancy was created when Barnett’s successor, retired school administrator Judi Reed, stepped down from the five-member board at the end of 2025. Barnett will be ceremonially sworn in at BCSD’s March 12 governing board meeting. Under Arizona law, county school superintendents may fill vacancies unilaterally or rely on recommendations from school boards.

Following public notice of the vacancy, Warren solicited applications from interested candidates and reviewed them. He then notified both Barnett and BCSD of his decision. School board members are responsible for setting policies and goals, reviewing and approving budgets, and hiring and evaluating the superintendent. They do not receive a salary or stipend for monthly meetings, periodic student disciplinary or personnel hearings, or workshops.

The office, by law, is non-partisan. BCSD boundaries include all of Bullhead City and a sizable portion of surrounding unincorporated area north and east of the city. Approaching its 80th anniversary, BCSD serves students from prekindergarten through eighth grade with six campuses. Mohave County’s Superintendent of Schools provides oversight of, and educational services for, the county’s 14 public school districts.

Warren was previously superintendent of the Topock Elementary School District. His advocacy efforts include the Arizona Rural Schools Association, because many issues and needs facing Mohave County schools differ from those in larger urban areas.
