City Manager Ron Foggin has unveiled a new format for the work sessions and regular business meetings that the Kingman City Council conducts every other Tuesday on most occasions. A developer is purchasing land to build a new office to house state employees who work in two older offices in downtown Kingman. Harrison Properties Vice President Jeff Dalton said the transaction securing ownership of a 4.55-acre parcel between Kenneth and Adams on Airway Avenue will close in mid-May. Dalton said plans will soon be submitted seeking a building permit for the proposed construction of a 40,000 sq. ft. office on the vacant lot. Sun State Builders of Phoenix will be the contractor. A well-known local woman who with a long history of involvement in civic groups has agreed to serve as the new President and Chief Executive Officer of the Kingman Area Chamber of Commerce. Plans have been submitted and a permit is requested to build a Perkins Restaurant and Bakery behind the Safeway Shopping Center in Kingman. The Lake Havasu City-based Selberg and Associates architectural firm turned in plans to the city on April 19.    A 5,258 sq. ft. restaurant that will seat up to 257 people is proposed on a lot between the shopping center and Interstate 40 Stockton Hill Road exit.    City officials indicated a first review of the plans should be completed by the end of this month and that the construction permit could issue on or before mid-May.
