KINGMAN – The City of Kingman will implement a convenience fee structure for all credit and debit card transactions across City departments, effective in October. This change is part of the City’s ongoing effort to recover the growing costs of merchant card processing fees, which are currently absorbed by the City at no cost to customers.
Card payments represent a significant portion of City transactions, accounting for roughly 50% of all utility billing payments and between 30–64% of payments in other City departments. In FY25 alone, the City is projected to incur approximately $503,200 in card processing fees. By transitioning to a convenience fee model, these costs will be passed directly to customers choosing to pay with credit or debit cards, resulting in over half a million dollars in citywide savings. A majority of these savings will positively impact the Water Operating Fund, supporting future considerations in water rate adjustments.
Under the new structure, convenience fees will vary depending on the department and the merchant card processing company used. The fees will range from 2.95% to 3.5% of the total transaction and may include a transaction minimum, depending on department. These fees apply only to card payments and will not be charged for other payment methods such as bank drafts or bill pay through a customer’s financial institution.
“Card payments have become one of the most popular and convenient ways to pay for City services,” said Tina Moline, the City’s Finance Director. “This change allows us to continue offering this convenience while being good stewards of taxpayer dollars.”
