Infill incentive district to support business investment launched in Kingman

City council

KINGMAN, Ariz. – The City of Kingman has launched a new Infill Incentive District Development Fee Reduction Program designed to encourage business investment, redevelopment and economic growth along four key commercial corridors.

Established in accordance with Arizona Revised Statutes § 9-499.10, the program provides eligible businesses with a 50% reduction in qualifying development fees. The incentive applies to approved projects that develop vacant land or occupy and renovate vacant buildings within designated corridor boundaries.

Qualifying properties must front one of the following corridors:

•                     Airway Avenue: Stockton Hill Road to Rainbow Drive

•                     Bank Street: Airway Avenue to Gordon Avenue

•                     Hualapai Mountain Road: Andy Devine Avenue to Eastern Street

•                     Beale Street: Interstate 40 to the western city limits 

“This program is designed to encourage meaningful reinvestment in areas of Kingman that are ready for new opportunities,” said Mayor Ken Watkins. “By reducing certain development costs, the City can help support projects that create jobs, generate taxable sales, and provide lasting community benefit.”

Eligible fee reductions may apply to certain building permit fees, engineering permit fees, and plan review fees. Approved participants will enter into a five-year performance agreement with the City and commit to annual benchmarks related to job creation and sales tax generation.

The program is intended primarily for new businesses locating within the designated corridors. Existing businesses proposing significant expansions may also be considered, subject to City review and approval.  Certain uses are not eligible for the program, including self-storage facilities, RV storage facilities, wireless communication facilities and projects that do not generate net new economic activity.
