Father charged with child abuse after zip-tying son

BULLHEAD CITY – A nine-year-old boy’s pleas for help led to the arrest of his father in Bullhead City. Officers responded to a gas station at 4 a.m. on Saturday, July 20 after it was reported that a boy was asking for ice cream and complaining that his parents were mean.

Arriving officers were unable to locate the boy until they were called to a breakfast diner at 5:30 a.m. after concerned residents reported seeing him running down the street crying.

“The boy reportedly told the citizens that his father was physically abusive and ties him up with zip ties,” said Bullhead City Police spokeswoman Emily Fromelt. Additional interviews and investigation prompted the arrest of Vincen Jean-Louis, 40, for child abuse.

“Detectives learned that over the past four days, Jean-Louis had tied his son with zip ties several times,” Fromelt said. “The boy had multiple abrasions on his wrists and ankles and zip ties were located by detectives during a search warrant inside their RV, located in the 2200 block of Merrill Avenue.”

The boy was placed with the Arizona Department of Child Safety and his father was booked into the Adult Detention Center.
