BULLHEAD CITY – Mark Clark quietly resigned his Bullhead City council position Sunday and began working as city utility director Monday. Clark said he’ll simply be serving the citizens and the community in a new way.
“I believe I made educated decisions on council and that’s what I’ll be doing as utilities director,” Clark said. “It’s just another way for me to help this city. I’ve been here for 20 years now. My wife and I love this place.”
Clark said his history of utility management involvements over the years along the Colorado River and his elected service provide a perfect storm of experience for his new career chapter.
Clark said he has inherited a solid staff for managing municipal water and wastewater operations and that he’ll continue his professional associations with the U.S. Bureau of Reclamation and the Arizona Departments of Water Resources and Environmental Quality.
Clark said it was a bit eerie and awkward not being present for Tuesday’s meeting after serving the Bullhead City council for a dozen years.
“It was. It was kind of sad,” Clark said. “I’ve worked with a lot of great people up there on council. Not to bad mouth earlier councils, but if you looked at Bullhead City history you know other councils were at each others throats a lot and since 2009 we brought four new people on and since then, everybody’s worked together pretty well. We didn’t always agree on all things but we had respect for each other.”
Manager Toby Cotter said city ordinance provides that the city shall use a committee to review applications and recommend finalists for council appointment to serve out the remainder of Clark’s term of office.
