Changes to Animal Control Ordinance are in effect

KINGMAN – Changes to the City of Kingman’s animal control ordinance regarding barking dogs will go into effect on Thursday, following approval by the Kingman City Council last month. Under the revised ordinance, disturbing the peace by keeping or allowing a barking dog has been reclassified from a Class 3 misdemeanor to a petty offense. However, if the individual has a prior conviction for violating the ordinance within the last 24 months, the charge could remain classified as a Class 3 misdemeanor. Additionally, while the revised code still requires at least two complainants or witnesses to report a violation, the updated ordinance will allow a single complainant to proceed forward if recorded evidence of the disturbance is provided.

These updates aim to provide a more balanced and practical approach to addressing noise complaints while reducing the severity of penalties for pet owners.  “These changes are designed to give law enforcement greater discretion in handling barking dog complaints while ensuring a fair and effective resolution process,” said City Attorney Carl Cooper.
