BULLHEAD CITY, Ariz. – The City of Bullhead City has once again earned the Government Finance Officers Association’s (GFOA) Certificate of Achievement for Excellence in Financial Reporting, continuing a longstanding City tradition of excellence, transparency, and accountability in financial reporting.
The latest recognition was awarded for Bullhead City’s Annual Comprehensive Financial Report for the fiscal year ended June 30, 2025.
The Certificate of Achievement is the highest form of recognition in governmental accounting and financial reporting and represents a significant accomplishment by a government and its management. For Bullhead City, receiving the recognition has become an established tradition, reflecting the City’s continued commitment to maintaining high standards in the management and reporting of public finances.

Bullhead City’s Annual Comprehensive Financial Report was reviewed by an impartial panel and determined to meet the high standards of GFOA’s Certificate of Achievement program. The program recognizes state and local governments that go beyond the minimum requirements of generally accepted accounting principles and prepare comprehensive financial reports that demonstrate transparency and full disclosure.
Continuing Bullhead City’s tradition of receiving the Certificate is significant because the recognition must be earned based on each year’s financial report. The latest award represents another year in which the City’s financial reporting met GFOA’s rigorous standards and continues the expectation of excellence established by the City’s Finance Department.
The recognition reflects the extensive work involved in preparing the City’s Annual Comprehensive Financial Report and communicating Bullhead City’s financial position in a clear, accurate and transparent manner. The report provides residents, elected officials, financial institutions, and other stakeholders with detailed information regarding the City’s finances, financial performance and stewardship of public resources.
Established in 1945, GFOA’s Certificate of Achievement program was created to encourage and assist state and local governments in going beyond minimum financial reporting requirements. According to GFOA, reports submitted to the program are evaluated for their ability to clearly communicate a government’s financial story while demonstrating a constructive “spirit of full disclosure.”
The Certificate of Achievement is valid for one year. In addition to the Certificate, the City’s Finance Department received GFOA’s Award of Financial Reporting Achievement (AFRA) in recognition of the department’s role in preparing the award-winning report.
