City of Kingman Proposition 417- General Plan 2040 Call for Arguments

KINGMAN – The Kingman City Council, at a Regular Meeting on May 21, 2024, adopted Resolution No. 5505- Adopting the General Plan 2040 and Submitting it to the Voters of the City of Kingman for ratification at the General Election on November 5, 2024. The General Plan 2040 is a statement of land development policies that sets forth objectives, principles, and standards for growth and redevelopment. Ballot language is available in the City of Kingman Clerk’s Office and on the internet at www.cityofkingman.gov/government/election-information.

In order to submit an argument FOR or AGAINST the measure, please follow the instructions below:

1. Arguments must include the heading: “Arguments FOR Proposition 417” or “Arguments AGAINST Proposition 417”, whichever applies. Only one argument FOR or one argument AGAINST may be included as a single submission.

2. Arguments must include a signature block. Each signature appearing with the argument must include the following statement above the signature: I declare under penalty of perjury that the foregoing information is true and correct and I am the sponsor of this argument advocating or opposing this proposition.

a. If the argument is submitted by an individual, the person must sign as an individual.

b. If the argument is submitted by an organization, it must contain the signatures of two of the officers of the organization.

c. If the argument is submitted by a political committee, it must contain the signature of the committee’s chair or treasurer.

3. Each argument must be accompanied by the street or mailing address of the submitting party along with a telephone number or email address.  This information will not be posted with the argument unless the submitting party specifically directs in writing with the submission that the contact information be included.

4. Arguments are limited to 300 words in length (not including the required heading or signature block) and must contain the sworn statement of each person sponsoring it.

5. Arguments must be prepared in 12-point font.    

6. There is no fee required upon submission of each argument.

7. Arguments are due to the City Clerk no later than 5:00 p.m., August 7, 2024, at Kingman City Clerk’s Office, 310 N. 4TH Street.  Hours are Monday through Thursday, 7:00 a.m. to 6:00 p.m.  Arguments must be submitted with original signatures.  An electronic version of the argument must also be concurrently presented to the City Clerk at ameredith@cityofkingman.gov.  Submission of the electronic document alone does not constitute the official submission of an argument.

8. Arguments not meeting the specifications outlined above will be returned to the submitting party. If the due date has not yet passed, the argument may be re-submitted.
