City of Kingman Named Best-in-Class Employer for Fourth Consecutive Year

KINGMAN – The City of Kingman has been recognized as a 2025 Best-in-Class Employer through Gallagher’s U.S. Benefits Strategy & Benchmarking Survey, marking the fourth consecutive year the City has earned this national distinction.  The Best-in-Class designation recognizes employers that demonstrate excellence in benefits strategy, workforce engagement, and a strong commitment to supporting and retaining a skilled workforce. For the City of Kingman, this continued recognition reflects a consistent, long-term approach to investing in employees and fostering a workplace that supports both individual success and organizational stability.

“This recognition reflects the City of Kingman’s ongoing commitment to its employees,” said Krista Toschlog, Human Resources Director for the City of Kingman. “Earning this distinction for the fourth consecutive year supports our efforts to attract and retain a skilled workforce and reinforces our focus on employee well-being and professional development.”

Gallagher’s annual benchmarking analysis evaluates organizations nationwide using a comprehensive set of workforce metrics, including benefits and compensation strategy, employee well-being initiatives, engagement and retention outcomes, effective use of HR technology, and healthcare cost management. Employers earning Best-in-Class status represent top-performing organizations within their respective peer groups.

Gallagher’s analysis also highlights midsize and large employers that successfully align employee needs with organizational priorities while maintaining fiscal responsibility and long-term sustainability.  “When employees feel valued, supported and connected, they perform at their best—driving positivity, retention, and overall business prosperity,” said John Tournet, U.S. CEO of Gallagher’s Benefits & HR Consulting Division. “This proactive approach to people strategy is what makes the City of Kingman a true Best-in-Class Employer.”
