Skeen receives the Commission on Professional Credentialing Fire Marshal designation The Commission of Professional Credentialing (CPC) announced that Bullhead City Fire Department staff Barbie Skeen has successfully completed the process that awards the professional designation of “Fire Marshal” (FM). The CPC met on February 5, to confer the designation. Skeen becomes one of only 153 FMs worldwide. The designation program is a voluntary program designed to recognize individuals who demonstrate their excellence in seven measured components including experience, education, professional development, professional contributions, association membership, community involvement, and technical competence. On Thursday, March 14, Kingman Police Department (KPD) Sgt. Joel Freed was promoted to the rank of Lieutenant and Ofc. Jason Zerr was promoted to the rank of Sergeant.  Lt. Freed began his career with the Kingman Police Department in May of 2000 as a patrol officer.  Lt. Freed’s assignments have included patrol officer, detective and patrol sergeant.  Lt.
