Arrest of man in London leads to arrest of Kingman man for child abuse, child pornography

KINGMAN – The arrest of a resident of London in Great Britain resulted in confiscation of evidence leading to a Kingman area resident who admitted involving a young girl in child pornography.

A Mohave County Sheriff’s Office (MCSO) Probable Cause (PC) statement indicated that Metropolitan Police Services (MPS) arrested Tim Basford in Great Britain on February 25. A cell phone in his possession contained sexual abuse communication with “Cowboy,” subsequently identified as Scott Dickinson, 43, Kingman.

“Both users distributed indecent imagery of children,” the PC said. “Cowboy sent imagery of a 6- to 8-year-old female being sexually abused in a residential setting, stating this was his 6-year-old daughter.”

Authorities have clarified that the victim is not Dickinson’s daughter.

MPS contacted U.S. authorities, resulting in Homeland Security Investigations special agent Starnes relaying information to the MCSO. Some of the cell phone communication shared by MPS reveals Cowboy and Basford speaking openly about molesting children.

The PC said that MPS also shared pictures and videos of sexual abuse material from Basford’s phone that was subsequently linked to materials possessed and provided by Cowboy, Dickinson.

Mohave County Sheriff’s office personnel conducting surveillance pulled Dickinson over when he drove from his home at 5971 E Siesta Road about ten miles east of Kingman on April 17. A subsequent warrant-based search of that residence produced the confiscation of a silicone child sex doll from a bedroom dresser, at least 11 cell phones, two cameras, a camcorder, two laptops, two hard drives, a tablet, notebook and a thumb drive.

“Approximately 100 videos were located on the external hard drive,” the PC said. It said 94 of those videos involved the same victim.

Descriptions of 10 of the videos involve Dickinson, fully nude or in various states of undress, engaged in a variety of illegal sexual activity with the same young girl. The videos are as short as 20 seconds and the longest is more than 24 minutes.

The PC said it appeared the offenses were committed in Dickinson’s home office, his living room, a bedroom and a master shower. The PC said Dickinson admitted his involvement in the illegal activity that he said occurred in his living room.

Dickinson is charged with seven counts of sexual conduct with a minor and ten counts of sexual exploitation of a minor. He is held in the Adult Detention Facility on $350,000 bond.

Deputy Mohave County Attorney Karolina Czaplinska is prosecuting the case, while Dickinson is represented by Mohave County Public Defender Paul Amann. Arraignment before Judge Billy Sipe is scheduled Monday, May 5.
