TI Project: Battling Bills summoned to Kingman

KINGMAN – The Kingman City Council is inviting its squabbling business partners to Kingman for a discussion of the Interstate 40 Rancho Santa Fe Traffic Interchange (TI) project. The special council meeting is planned Monday, March 11.

Las Vegas businessmen Bill Lenhart and Bill Plise have been fighting with one another for control of KDP Manager, the entity partnering with the city to develop the TI. The council has spent extended time in executive sessions in Dec., Jan. and Feb. talking privately about KDP Manager and the Development Agreement (DA) with the City.

Mayor Ken Watkins said the battle between Bills is impeding project progress. “We want to get moving on this,” the Mayor said.

Watkins said the city seeks clarity regarding its partnership with KDP Manager and whether it involves Lenhart, Plise or both. Asked if the KDP Manager infighting might constitute a breach of the DA, Watkins said that city attorney Carl Cooper has been looking into that.

Cooper declined to elaborate. 

The meeting agenda had not been composed and was not posted as of Tuesday, so Cooper said it wasn’t clear if any item(s) would be scheduled for public or executive session discussion and whether any possible action might be taken.
