Vizcara convicted of two counts of kidnapping in plea deal; sentencing May 23

A second defendant in a double homicide entered a plea agreement that will send him to prison for more than a decade. Jose Eduardo Vizcara, 29, Bullhead City, is convicted of two counts of kidnapping while first degree murder, body abandonment, theft, unlawful flight and drug-related charges are dismissed.

   Prosecutor Jaimye Ashley, during an April 19 hearing, said both murder victims were herded into a bedroom of a Bullhead City home where they were interrogated in January, 2018. She said that the assailants suspected that Mona Carter, 51, was working as a snitch and that Daryl Ward, 22, had stolen a quantity of illegal drugs.

   Ashley said that Ward was stripped naked and had his genitals super glued. She said it was decided to drive the victims to the desert and that they would use Vizcara’s SUV because of its larger seating capacity.

   Ashley told the court that Vizcara drove to a remote area of Fort Mohave off El Rodeo Road. She said Javier Romero, 27, first shot Ward who was able to exit the vehicle before Lamya Bencheqroun, 27, struck Ward with more gunfire.

   Ashley said Bencheqroun then shot Carter in the head.

   Romero is serving a life prison sentence under terms of a previous plea agreement.

   Vizcara faces a 14-24 year prison term when sentenced May 23.
