BULLHEAD CITY – A major economic development project proposed near the new Colorado River bridge in Bullhead City is being introduced at Thursday’s Planning and Zoning Commission meeting.

The S3 Group LLC will present its conceptual plan for the Emerald Bay project proposed over nearly 500 acres around the Anderson Auto Field House. The developer intends to purchase 293 acres owned by the State of Arizona at auction later this year for the mixed-use golf course community.

“The developer proposes to develop a master-planned waterfront community centered around a golf campus that will include an 18-hole championship golf course and a 9-hole par 3 course,” as indicated in backup material for the agenda item. “This world-class master-planned community is located along the highly desired shores of the Colorado River in the southern end of Bullhead City. Emerald Bay is to become a premiere, active, vibrant, luxury gated ‘5-star’ resort.”

The S3 Group said Chicago-based golf event and management company KemperSports would oversee operation of the Legacy Club at Emerald Bay enterprise.

“The development will also include a boutique resort hotel and spa, beach club, racquet club, lagoon, marina, boat storage and a sports science academy,” according to agenda item material. Three proposed residential neighborhoods would include 310 single-family homes, 600-multi-family homes and 105 golf villas.

The Commission meeting begins at 5:30 p.m. in the Bullhead City Council chambers at 1255 Marina, Boulevard.
