The Arizona Game and Fish Department’s proposed recommendations for the 2024 deer, javelina, bighorn sheep, bison, black bear, mountain lion, predatory and fur-bearing mammals, small game, migratory birds, trapping, and population management seasons, as well as for the 2025 spring javelina, black bear and bison seasons, are available for review at www.azgfd.gov/huntguidelines

The hunt structures and recommendations were formulated based on the hunt guidelines approved by the Arizona Game and Fish Commission.

All questions or comments about a particular game management unit or hunt can be emailed to AZHuntGuidelines@azgfd.gov. The public also is invited to call any of the department’s regional offices statewide and ask to speak with a game management biologist. No formal presentations are planned. 

The proposed hunt recommendations will be presented to the commission for its consideration during a public meeting April 12 in Buckeye, Ariz. The agenda will be posted at www.azgfd.gov/commission

KINGMAN – A local judge has removed himself from the Brady Shuffler case, bringing indefinite sentencing delay for a Kingman community that had been focused on criminal chapter closure. Mohave County Superior Court Judge Derek Carlisle’s case recusal occurred during a March 14 emergency hearing at the Law and Justice Center in Kingman.

Carlisle’s exit brings postponement of the highly anticipated prison sentencing hearing that had been scheduled for Monday, March 18. Judge Carlisle said he discovered possible conflicts while reading material submitted in advance of the sentencing proceeding for Brady Shuffler, 17.

“The Court advises Counsel that based on some of the letters in the mitigation packet; this Court is recusing itself from this matter to avoid the appearance of impropriety,” Judge Carlisle’s minute order stated. Carlisle did not indicate what concerned him about the mitigation letters in open Court, though he provided specifics to attorneys in Chambers.

A number of other local judges previously declared various case conflicts given the involvements of multiple families in the greater Kingman community. Carlisle said it might be difficult to find a local judge that doesn’t have case conflicts before he turned to Phoenix for help.

Maricopa County Superior Court Judge Suzanne Nicholls has agreed to finish the Shuffler case. 

The Kingman teen faces a punishment range between three and 18 years in prison after pleading guilty to manslaughter and aggravated assault charges for the April, 13, 2023 traffic accident that claimed the lives of two fellow Lee Williams High School student athletes and the serious injuries of two others.

Shuffler also sustained serious injuries when the Dodge Charger he drove in excess of 100 mph rolled in the 3500 block of Louise Avenue.

Judge Nicholls scheduled a March 21 status hearing to address any matters that might be necessary following the change of judge maneuver. Establishing a sentencing hearing date is the primary focus.

BULLHEAD CITY – Telephones, internet and other networking for the Bullhead City School

District won’t be functioning for several hours Monday morning (March 11), due to a planned

upgrade. The outage should have a minimal effect, as it is the first day of BCSD’s spring break.

The district’s technology staff will be updating a key electrical system beginning at 5:30

a.m. Service should be fully restored within several hours.

Phone calls to the district and special education offices, which will remain open during

spring break but with limited hours, may not go through early Monday morning until phone

service is restored. Employees accessing the BCSD computer network may be unable to do so for

several hours. BCSD’s social media and main website will not be impacted.

Additionally, a few Colorado River Union High School District systems using the same

servers will be temporarily impacted during the upgrades. CRUHSD will also be on spring break.

BCSD’s technology department chose Monday for the new equipment installation to

minimize employee and public inconvenience while school is out of session. Classes in both school

districts resume March 18.

BULLHEAD CITY – A woman was injured during a weekend fire at an assisted living facility in Bullhead City. Fire Department personnel responded at about 9:00 p.m. Sunday, March 3 to the Sunridge Village at 839 Landon Dr.

The injured party was transported to Western Arizona Regional Medical Center for treatment.

“Crews found a single-occupant room where a fire had ignited, activating the sprinkler system, which contained the fire in the affected room,” a fire department news release stated. “Crews quickly extinguished the blaze.”

Authorities were focused on the possibility that smoking had occurred in proximity to oxygen equipment but an official cause of the fire was not immediately determined.

KINGMAN, Ariz. – The City of Kingman has begun work on the highly anticipated Eastern Street realignment project. This project was budgeted as part of the City’s FY24 5-Year Capital Improvement Plan, to create a more cohesive traffic flow for that area of town. Over the next few weeks, there will be some ancillary work on the channel, box culverts, and waterline realignment. During the first phase of the project, traffic impacts should be minimal.  Further updates will be given when the team starts constructing the new roadway.

Mike Garmon, Acting City Engineer, said, “The Eastern Street re-alignment project addresses many concerns for staff and residents. We’re excited to begin this construction and look forward to completing the project. This project came in within budget and is expected to be completed by the end of July.”

The project will be completed in two phases and will construct a new entrance to Airway Avenue. This will eliminate the need for one-way traffic on N. Diamond Street and  N. Yavapai Street, reducing the impact on the neighborhood.

KINGMAN – The City of Kingman Economic Development Department would like to announce that Crown Equipment, a leader in forklift manufacturing in the country, is expanding to Kingman.

Economic Development Director Bennett Bratley said, “It was our pleasure working with them and Big Industrial through their initial phases of the site selection process. We are excited Crown Equipment Corporation has chosen the Kingman Industrial Park for its expansion. Their presence here will continue to advance Kingman’s flourishing manufacturing and distribution industries.”

To help attract companies like Crown to the building at 4200 N. Industrial Boulevard, the City of Kingman economic development team, worked closely with Big Industrial owners to purchase 16 acres of City-owned land adjacent to the facility. The 16-acre land sale to Big Industrial provided them with additional acreage for future expansion and better positioned the 640,000 sq. ft. facility for marketing to companies that required more significant acreage sites.

Bratley said, “Economic development is a process where plans may take many years to develop. However, when the plan your team laid out a few years back comes together and contributes to the decision-making process for one of the world’s largest material-handling companies, selecting Kingman, it makes it all worthwhile.”

Plans regarding the specific operations that will occupy the facility are still in development, but the company intends to have certain elements operational in 2024. This will create new job opportunities in the Kingman region, though the total number of positions to be filled is not yet determined. Dear Editor,

I had the privilege of being a stay-at-home mom which enabled me to volunteer regularly in my children’s classrooms, but as they moved into High School, I looked for another way to serve in my community. My husband was speaking with a co-worker who told him about the CASA program. I looked up our county program in Washington State where I was living at the time and became a CASA in 2007. I wanted to continue to work with children and after learning about the critical support a CASA provides to a foster child, I began my service as a CASA.

I became a CASA in 2008 and in 2014 took a leave until one of my cases came back into the system in 2016 and I returned to support these children. I continued as a Pierce County CASA in Washington State until we moved to Arizona. It was an easy decision to continue volunteering when I came to Arizona because being a CASA is the most rewarding and humbling experience I have had in my life. I have been a CASA with Gila County since 2022, and in my total time volunteering I have served over 30 children.

Children who come into the foster care system need an advocate. They are afraid, unsure of what is happening and often are alone coming out of abusive, neglectful, and traumatic circumstances. As a CASA, we advocate for them in court, at their school, with their foster placement, and biological family until the child can be safely reunited back home or are adopted. We try to make certain that our kiddos can have as normal a life as possible. We work with community groups to provide needed clothing, beds, sports equipment and fees, school supplies, anything a child needs. We also work within the school to make certain that all their educational needs are met. You truly make a difference in a child’s life.

My longest and most memorable case lasted about five years. My little guy came into care when he was about five years old. His mother could not care for him and was willing to give him up for adoption and there were no other family members. He was placed in a pre-adoptive home which sadly disrupted due to a technicality, and he was put into a foster home. This was devastating for him. Over the next five years I would meet with him a couple of times each month at his foster home, visit him at school and meet for lunch. I also met with his teachers and school counselors to make sure his educational needs were being met. He was alone as he moved from foster home to foster home as well as two other pre-adopt homes. When his last pre-adopt foster home brought him back after deciding the adoption was not going to work, I was asked to be there for him as I was the only consistent person he has had in his life. This was unimaginable pain and disappointment for this child. I knew I had to help find his forever family soon. I thought back to his first adoptive family and began working with the social worker to see if they were still in the community. They were and had worked out those technicalities. We reached out to the family who said they never stopped thinking about him and would joyfully welcome him back into their family and adopt him. The picture of him returning home and his adoption day is forever etched in my mind. Most often our kiddos come into care alone. Their CASA is the one consistent reliable person in their life.

The most rewarding part about being a CASA is seeing a child’s eyes light up when you arrive or seeing them come out of foster care and hearing from them years later. And the most challenging part about being a CASA is seeing the trauma these children have suffered. It does however drive you to do all you can to advocate for your kiddos. Being a CASA has opened my eyes to the world of drug addiction, mental illness, domestic violence, homelessness, and the tragic impact it has on innocent children. I feel it has made me more compassionate and aware of the struggles facing so many families in our community.

There is an additional need for volunteers because there are foster children who need someone to care and to advocate for them. The time you volunteer can make such a difference in a child’s life. A CASA also plays a critical role in the courtroom. You likely see and interact with your child more than anyone else involved in the case. On many occasions the Judge will look to the CASA for deeper insight into the child’s wants and needs.

The CASA program is very well-organized and continually prepares you to meet the needs of foster children. They have outstanding supervisors to support you, CASA support groups that meet to talk about experiences and how to handle all sorts of situations, and training that covers everything from how to write court reports to how to meet your kiddo for the first time. They are dedicated to serving the needs of foster children and youth.

I would encourage anyone who wishes to volunteer and make a difference in a child’s life to contact their local CASA program and see if it is a good fit. There is a commitment as a CASA to be there for a child until they are successfully moved out of foster care. It takes about 12-15 hours a month as well as time for ongoing training throughout the year. All time well spent!

In Arizona, there is a program in each of the 15 counties. CASA volunteers do not need any prior special training and come from all walks of life. Anyone 21 years of age or older, who can pass a thorough background check and complete 30 hours of training, is encouraged to apply. Another way to get involved is a program with similar requirements called the Foster Care Review Board (FCRB) in which volunteers are appointed by the court to a 5-member panel that meets virtually one weekday per month to review the cases of children in foster care.
